A change of watermark

The reason for the change from small to medium garter was because it was thought that the watermark would interfere with the image of the Queens head. It was thought that the larger size of garter would solve this issue, however it was still not satisfactory and the garter watermark was changed to the emblem watermark which pushed out to each corner, away from Her Majesty's head.
