An India paper proof (#47-P3) with perforations added to look like a #47. #47 is on hard white paper, not India paper
The paper is harder and much more white and highly finished in appearance. The stamps were frequently separated with scissors. The reprints have no grill. #46 was a perf 12 stamp while #38 is perf 15½.
The vignette design was based on George Trumbull's 1792 portrait of George Washington
