The Bureau of Engraving and Printing stamp vault was full of 2¢ stamps and Congress changed the 1oz postal rate to 3¢. With short notice the Bureau rushed to print as many 3¢ stamps as possible. They had a head start as the 3¢ Olympic had recently been issued (#718). In order to supplement the supply of 3¢ the 2¢ Bicentennial (#707) design was reused with the value changed from 2¢ to 3¢ and the dates removed.
